Sacramento, CA (April 9, 2025) – Actum LLC, a global consulting firm, today announced that Christina Rico has joined the firm as a Managing Director based in the Sacramento office. With a track record of moving complex policy and operational priorities through legislative and regulatory systems, Rico will play a key role in expanding Actum’s reach across California’s policymaking ecosystem, while delivering tailored, high-impact solutions.

Rico’s addition comes on the heels of significant growth for Actum, including the recent joining of former U.S. Senator Laphonza Butler and Scott Wetch as Partners. These strategic hires continue to position Actum as a dominant force in California’s policy, advocacy, and regulatory landscape.

Rico brings nearly 20 years of experience in politics, policy, and private sector leadership. Most recently, Rico served as the Assistant Chief Deputy Director at the Department of Motor Vehicles (DMV), where she led efforts in operational governance, process improvement, performance management, organizational change, and risk management. Prior to that, she was Senior Advisor to the Secretary and Deputy Secretary of Legislative Affairs at the Government Operations Agency, where she played a pivotal role in shaping policy and legislative strategy.

Christina also served as Vice President for Government Relations at the California Bankers Association and as Chief Lobbyist for Planned Parenthood Affiliates of California. Her career began in the Capitol, working as staff for five different legislators over the span of her career.
